 The Dutch telecom market changed significantly over the past years. The crash in the early 2000's seems to be forgotten and in the past couple of years a series of major mergers and acquisitions among Telecom operators has taken place. Convergence of the telecom and IT industry is one of the reasons for this consolidation to happen. The coming together of telecom and IT services also made new competitors enter the telecom industry. In addition, government regulation and fast technological innovations made this relatively competitive industry hard to survive. All parties in the industry need to re-evaluate their market positions. New business models and propositions for telecom operators
are to be considered.

Smart Metering in the Dutch Energy Sector |
 The Dutch energy sector is currently experiencing a wide variety of changes. In the stepwise process of liberalisation and deregulation of the market, ownership unbundling of the regional energy grids is the most recent development. The adoption of the Wet Onafhankelijk Netbeheer (WON) has some far reaching implications, since it obliges incumbent, integrated energy firms to dispose of the regional networks and transform them into fully functioning and autonomous network companies. On top of the unbundling of the regional grids a new market model is introduced, redefining the responsibilities of actors in the sector and thereby also creating a drive for reorganisation of the metering process. In this dynamic and uncertain setting the introduction of smart meters poses unique challenges for the sector, whereby new opportunities arise, but complications are lurking.

 De toepassing van het concept van interoperabiliteit dreigt in de publieke sector in Nederland beperkt te blijven tot interoperabiliteit tussen ICT-systemen van de verschillende uitvoeringsorganisaties. Wanneer de Nederlandse overheden ten volle gebruik willen maken van de idee van interoperabliteit ter realisatie van doelstellingen zoals geformuleerd in het project Andere Overheid, betere dienstverlening aan burgers en bedrijfsleven en lagere integrale kosten van uitvoering van wetten en regelingen, dan zullen er eerst nieuwe bestuurlijke uitgangspunten geformuleerd moeten worden met betrekking tot de organisatie van die uitvoering.

 De bestaande concepten voor strategie en organisatie van ondernemingen, maar ook die voor overheidsbeleid met betrekking tot marktwerking, zijn 'nog steeds' gebaseerd op de idee van de op zichzelf staande en autonome onderneming. In toenemende mate opereren ondernemingen in netwerken van ondernemingen met complementaire producten, waarbij de waarde in dat netwerk wordt gecreëerd. Daarnaast zijn er markten, zoals de energiemarkt en de telecommunicatiemarkt, waarin ondernemingen hun producten en diensten leveren op basis van een (fysiek) netwerk dat een natuurlijk monopolie vormt.

 According to the Growth Letter of the Dutch Minister of Economic Affairs, the growth of the Dutch economy suffers a structural slowdown. The global economy however performs on average quite well with an annual growth rate of around 3%. In order to maintain the level of welfare in the Dutch economy, a growth rate of around 3% of the economy is needed. This necessary growth has to be achieved through the effort and performance of firms, facilitated by various infrastructures provided by the government (although some infrastructures the government does not need to operate itself). Growth of an economy is a collective effort and achievement between entrepreneurs, government and the non-profit sector.

It contains in-depth case studies of two major blue chip companies that engage in complex IT Sourcing. The report features an insightful model of the IT Function that distinguishes four core IS Tasks. And Fortune remarked in 2003: The length of an average strategy-consulting engagement has dropped from six to 18 months in the mid 90s to just 90 days today. The question is whether the way the strategy consulting-industry functions remains unchanged when the economy revives, or if structural changes can be identified.
